How to add a printer and avoid it being a "web services device":

 Firstly, printers should have a fixed IP address outside the DHCP scope or at least a DHCP reservation to really work properly. Anything else will eventually give you pain, that said below are the instructions for connecting directly to a printer on a specific IPv4 address.

1. Click on start menu
2. Type "control"...
3. Click on control panel from the list in the start menu

Note that I recommend using "this" printer settings method as you get more control than the "metro" (Windows 10) looking settings page.

4. When the traditional windows control panel loads up you may have to chose "small icons" to see all the control panel icons.
5. Click on devices and printers

6. Click on add printer
7. Ignore whatever is auto detected and click "The printer that I want isn't listed"

8. Select  the "add printer using a TCP/IP addresss..." option
9. Click next

10. This is the important part, rather then leave the device type as auto detect. Chose TCP/IP rather then the evil Web services device option

11. Add the printer IP address, click next and continue to install the printer in the normal way.
